The story of 9-nine- Ruler’s Crown unfolds in the tranquil college town of Shiromitsugawa, a place that has struggled to revitalize, even attempting to create an anime based on local folklore that failed to resonate. This unremarkable existence is dramatically altered when a fierce storm triggers a series of extraordinary events.

At the heart of this unfolding drama is Kakeru Niimi, a young man embodying a strong sense of responsibility, often speaking his mind. Kakeru’s life takes a drastic turn when a seemingly minor accident leads to the destruction of a sacred relic from the local shrine, awakening superhuman abilities in several young residents of Shiromitsugawa, including Kakeru himself.

As these supernatural powers begin to manifest, the once quiet town becomes a battleground for a superpowered serial killer. Kakeru must navigate his newfound abilities while racing against time to thwart the killer before another attack occurs.
