The ideal location depends on your familiarity with the maps, but one of the best spots to find Fuel Conditioners is in Streets of Tarkov. Fuel Conditioners are categorized under the technical loot spawn table, and Streets of Tarkov features a significant number of these spawns.

Within Streets of Tarkov, there are several technical supply crates available. The optimal farming location for these Fuel Conditioners is the camp in Streets of Tarkov. This area is highly contested, with Kaban, a boss, spawning in the vicinity. However, if you spawn at Concordia or the taxi area, you can reach this location faster than other PMCs.
