No, you cannot change the Passive Skills a Pal has. However, you can use selective breeding to give birth to powerful Pals with the Passive Skills you’re looking for, as they inherit some of these traits through the process.
Another way to find the Passive Skills you’re looking for in a Pal is to try your luck by capturing a lot of them until you find the right one.
