BTS: Investigated by the Ministry of Culture, but Netizens Say It’s Useless?

On May 21, it was announced that the Korea Creative Content Agency (KOCCA), which operates under the Ministry of Culture, Sports and Tourism, is currently investigating claims of music hoarding made against BTS.

Earlier, a complaint was filed with the Ministry of Culture, Sports and Tourism regarding the hoarding of BTS’s music. The case was then transferred to KOCCA, who intends to conduct an investigation by seeking a response from HYBE (Big Hit Music).

If KOCCA conducts an inquiry into music hoarding, they may request data from music service providers, as well as other entities, and after review by an advisory group, it will be reported to the Ministry of Culture, Sports and Tourism. If needed, the court or investigative agency may be asked to cooperate. This procedure is also expected to handle any civil complaints related to BTS.

Despite the accusations of music hoarding related to BTS, HYBE vehemently denied them and even suggested taking legal action.

Despite the investigation, many Korean netizens are skeptical of its effectiveness, arguing that the Ministry of Culture, Sports and Tourism and KOCCA do not hold judicial authority.

The following are comments from Korean internet users:

  • Is the Ministry of Culture, Sports and Tourism a judicial institution? What are its responsibilities and authority?
  • It appears that these hoarding marketing users may be the first to receive a definitive ruling, as none of the previous suspicions have been officially resolved. However, without a whistleblower, it is unlikely that any hoarding activities will be caught. Therefore, I am skeptical of the results that may be produced by KOCCA, an organization without investigative authority.
  • We should thoroughly examine everything at this juncture.
  • Despite being an old story, BTS has experienced significant growth to the point where the Ministry of Culture, Sports and Tourism is hesitant to get involved. They may make a half-hearted attempt, but the lack of data will prevent them from properly addressing the issue. The inevitable outcome is clear.
  • Most of us know that the investigation into music hoarding is meaningless
