This week, fans eagerly awaited the return of author and illustrator Tatsuski Fujimoto’s renowned manga series, Chainsaw Man. Part 2’s latest release was highly anticipated, as it promised to feature Pochita’s highly anticipated confrontations with Public Safety’s Special Divisions in his powerful Hero of Hell form.

Fortunately, fans were able to witness Pochita effortlessly defeat not one, but two entire Special Divisions of Public Safety. These specialized units, which consist of a combination of humans, Devils, and Fiends, were initially introduced in Part 1 of the Chainsaw Man manga alongside Makima. In fact, throughout the first stage of the series, Makima was in charge of her own Special Division 4.

However, it has been acknowledged by Chainsaw Man enthusiasts that Makima’s Special Divisions were, in general, more successful. Despite the fact that Special Division 5, under her leadership, suffered a similar fate as Pochita, the distinction does not lie in the composition or abilities of each division, but rather in Makima’s involvement and impact on Public Safety, which is noticeably absent in Part 2.

Public Safety’s Decline Without Makima and the Evidence in Chainsaw Man Part 2

To understand the significance of Makima as Public Safety’s secret weapon in Chainsaw Man Part 1, it is helpful to compare Special Division 4 to Special Divisions 5 and 6, as depicted in Part 2. Special Division 4 was at its strongest when it had the same total number of members as the combined Divisions 5 and 6 in Part 2, and at its weakest, it had approximately one third of the total members of the two divisions.

Despite having fewer members, Special Division 4 appeared to be more successful than Part 2’s Division 5 and 6. This implies that Makima was the key factor in the efficiency of the Special Divisions, rather than their method of combining human handlers with Devil and Fiend subordinates. This is further reinforced by Makima’s consistent intervention and rescue of Special Division 4 in critical situations.

From the beginning of the Katana Man arc, it becomes clear that Makima plays a crucial role in Special Division 4’s success. She is consistently at the forefront, taking on important tasks that ultimately lead to the division’s salvation. In the Katana Man arc, she bravely confronts the Yakuza to gather information on Katana Man and his accomplices. Similarly, in the Bomb Girl arc, she prevents Reze from escaping and meeting with Denji. This trend continues throughout Part 1, until the shocking revelation of Makima’s true identity as the Control Devil.

It is worth noting that Makima remains the only Chainsaw Man character to have been shown interacting with Public Safety’s higher authorities, further solidifying the notion that she played a crucial and irreplaceable role in the organization’s success. This is further emphasized by her contract with the Japanese government, granting her immortality and highlighting her significance within the team.

The manga’s second part serves as evidence of Public Safety’s decline following the death and absence of Makima. The successful escape of Denji by Asa Mitaka/War Devil Yoru and Famine Devil Fami is a significant example of this decline. Despite having a loose plan and only gaining Quanxi as an ally towards the end of the breakout, they were able to accomplish what would have been nearly impossible to do if Makima had still been a part of Public Safety, despite being two of the Four Horsemen Devils.

The increase in size of the Chainsaw Man Church serves as additional evidence of this, as Public Safety failed to take any action against the group until it was too late. In Part 1, Makima was consistently portrayed as shrewd, careful, and excessively strategic in her approach towards handling her adversaries. It is highly unlikely that, under her supervision, the Church would have been permitted to develop into the powerful organization it has become in Part 2.

Despite the introduction of Fumiko Mifune, who is not as skilled or dedicated as previous Agents like Himeno and Aki Hayakawa, it is evident that Public Safety has significantly declined in Part 2. This only further highlights the crucial role that Makima played in the agency’s operations and how they are now struggling to find their footing without her.
