A Civil War occurs when the fervor among two or more factions escalates beyond control. The resulting conflict can wreak havoc on your city, multiplying tensions and eroding trust among your population. It is crucial to quell these disputes quickly, or risk devastation.

Tension between factions can lead to riots and violence, causing chaos to spread throughout your city in a very short time.

How to stop a Civil War?

The Captain’s Authority is a vital law in Frostpunk 2. This allows you to exert unilateral power over your population, compelling them to adhere to your decisions. Leveraging this authority can restore peace during a Civil War.

Your role shifts from Steward to Captain of the city, effectively eliminating the trust system; all factions will comply with your orders without question.

To activate the Captain’s Authority, ensure you unlock all Rule Laws. Achieving this requires a minimum of two-thirds majority support, so garner the necessary backing. Losing the vote will further diminish your trust.

Once you’ve passed all Rule Laws, put the Captain’s Authority to a vote, gaining favor from the factions. Utilize the Guided Voting Rule Law to help secure the necessary support.

After passing the law, ensure you maintain at least 45 Guards. Navigate to the City Control menu and select the “Select Your Rule” option. Doing so will result in a notable decrease in the fervor of affected factions, thereby alleviating tension.

If you have over 120 Guards at your disposal, you can initiate a coup to seize control of the Council. This route allows you to implement the Captain’s Authority rule without needing additional support, as you will face no opposition.

Tensions will skyrocket, leading to the shutdown of districts amidst rampant protests and riots. Factions will engage in brutal infighting to assert dominance.

Productivity will plummet, and chaos will reign as fervor continues to grow amidst the turmoil. In a desperate twist, factions could even coerce children into committing heinous acts of violence. The resulting disorder will result in much bloodshed.

When mobs reach your doorstep, you will be faced with two dire choices: a swift demise or exile to the harsh Frostlands.

You must ensure that such outcomes are avoided!

How to prevent a Civil War?

The most effective strategy against a Civil War is to proactively prevent it. If you detect heightened fervor among factions, you must take immediate steps to extinguish that fire.

Maintain fairness and neutrality among factions, and engage in negotiations. Fulfill agendas and whatever is necessary to earn their trust and satisfaction.

If there are disruptive members within a faction, utilize the Bureau of Propaganda and the Secret Police to handle them delicately. It’s advisable to imprison rather than outright banish such individuals.

Always remember, the ultimate aim is to cultivate happiness and satisfaction within each faction.
