You must construct a Council building at the center of your city, after which Council Voting will function consistently in Frostpunk 2.

Every 10 weeks, a vote on a new Law will take place involving the various Factions in the city. Each Faction will either support the vote, indicated by the blue section of the bar; oppose it, shown by the red section; or be hesitant, reflected by the faint red and blue section. A minimum of 51 supporting votes is necessary for the Law to pass; failure results in the motion needing to be resubmitted in 10 weeks.

It’s important to note that each vote has a 10-week timeframe. During this period, you can undertake various actions to either enhance or diminish the vote’s likelihood of success. Below, we’ve outlined these strategies.

Negotiate With Factions

Prior to Council Voting, you have the opportunity to negotiate with each faction to influence their vote. During negotiations, they will present you with three options for actions you can take to win their favor.

These options may include researching a specific Law or technology, performing favors such as constructing certain buildings, providing funding, or granting them the chance to select the next Law to be presented to the Council.

Not fulfilling these agreements may lead to a significant drop in that Faction’s trust in you, so ensure you have the resources to deliver before committing to their requests.

Increase or Decrease Trust With Factions

Factions are more inclined to vote in favor of a Law if your Trust rating with them is high, as long as your actions do not contradict their ideals. You can enhance this Trust by promoting their goals, supporting them in acquiring council seats, or demonstrating approval of their worldview by constructing new buildings or researching technologies they endorse.

Conversely, you can lower Trust to sway them towards voting against a Law. The more they disapprove of your constructions or treatment, the more likely they are to resist anything that does not align with their agenda.

Utilize the Guided Voting Ability

Early in the Steward’s Rule branch of Laws, you can access the Guided Voting option. Once enacted, it enables you to influence almost all Hesitant voters to either support or oppose a Law according to your preference.

To unlock this ability, you must first secure the passage of the Guided Voting Law, which requires a minimum of 70 supporting votes. Laws from the Steward’s authority diminish the power of all other Factions, so you’ll need to carefully manage alliances and keep factions satisfied until the vote.

We advise awaiting a time when your city is somewhat thriving before pursuing this path, as earlier attempts may present significant challenges.

How to Use Emergency Voting Sessions

Additionally, it’s crucial to discuss the Emergency Voting ability. Accessible via the City Center/Generator, this feature permits you to immediately conduct a Council Voting session without the typical 10-week waiting period between votes. This can be invaluable in ensuring you uphold promises made to specific factions and allows for the advancement of advantageous policies in more precarious situations.

However, utilizing this option will result in a reduction of Trust among all Factions. This could complicate your efforts in passing a Law but may be essential in preventing unfavorable policies from taking effect.

Consider your options carefully and apply this effective mechanism wisely.

How to Unlock Captain’s Authority and Eliminate Council Voting

Lastly, it is possible to gain complete control of the Council through the Captain’s Authority Law in Frostpunk 2.

To achieve this, you must first unlock all other Laws related to the Rule branch. Similar to the Guided Voting motion, each requires attaining at least 70 supporting votes for passage. This necessitates negotiations with numerous factions or boosting their Trust, often a daunting task at higher difficulty levels. Nonetheless, it is feasible with careful resource and need management.

Subsequently, you will need to place your city in a dire state where Factions are willing to relinquish their voting rights. This is more manageable during the later stages of the story mode, but you can also incite tensions between Factions without directly pushing your city towards destruction.

When enough Factions turn violent, you can harness the fear of the populace to propose a vote granting you Captain’s Authority. Once granted, you assume the ultimate authority over what Laws are enacted, significantly streamlining your governance.
