While motion blur typically does not impact performance, I was able to gain a few more frames by turning it off.

It is possible that you desire to experience the graphics at the highest preset, but this could be the reason for your game’s stuttering. For instance, if your PC barely meets the recommended requirements, using maximum in-game settings will not result in good performance.
