During the Namek saga, it was demonstrated that the Namekian set had the ability to grant three wishes, even in a smaller scale such as reviving a single person, as seen in that arc. This suggests that Dende may be more powerful than the Grand Elder Guru.

As previously stated, certain Namekians possess the ability to produce the Dragon Balls, spherical objects that summon a dragon and fulfill people’s wishes. This means that the strength of the Namekian determines the number and scope of wishes that the dragon can grant.

This has been demonstrated in the series through the previously mentioned cases of the Grand Elder Guru, Kami, and Dende. Furthermore, Super introduced the character of Zalama, the creator of the strongest versions of these orbs and is believed to be an incredibly powerful being. However, the story has yet to depict him.
