One Piece features multiple skilled swordsmen, with Mihawk being the only one to hold the prestigious title of “greatest.”However, it is revealed that he is lacking a crucial power required to be considered among the top-tier characters.
The power structure in One Piece revolves around the use of devil fruits and haki. While many characters, such as Luffy and the Admirals, train to enhance their devil fruit abilities in conjunction with haki, swordsmen like Shanks and Mihawk prioritize the development of all types of haki.
Mihawk is known as the World’s Greatest Swordsman in the world of One Piece. Yet, his true abilities remain a mystery. Due to the complex power systems, characters, and their connections, it can be challenging to stay updated. This is where Vivre Cards come in handy as they provide valuable information in the One Piece databooks.
Despite being originally in Japanese, a popular One Piece account has shared the information in English for the cards. Currently, there is no mention of Mihawk using Conqueror’s Haki in his card, despite the fact that many of the strongest characters possess this powerful ability.

There is a division among fans regarding this matter. Some argue that not all crucial information can be found in Vivre Cards, while others are convinced that Mihawk’s absence from the top-tier characters list is now confirmed.
As pointed out by one fan on Twitter, it is likely that the character in question will not reveal their possession of Conqueror’s Haki until a later point. It seems unlikely that they were able to hold their own against Shanks without it.
