Monkey D. Dragon is one of the World Government’s most formidable adversaries, noted for being the most wanted individual on the planet. Although the specifics of his plan remain undisclosed, his actions—such as liberating oppressed nations and infiltrating Mary Geoise—hint at a more substantial, practical strategy.

The World Government is fundamentally a tyrannical regime controlled by the Celestial Dragons, who are the direct descendants of the royal families from the 20 Kingdoms that united to form the World Government after the Void Century.

Most Celestial Dragons, aside from the Gorosei and the God Knights, lack any significant combat abilities.

The profound respect and reverence the common people hold for the Celestial Dragons, coupled with the perception that they are superior to normal humans, creates a significant power imbalance between these groups.

Dragon’s strategy, hinted at through various arcs, has revealed the Revolutionary Army’s infiltration of Mary Geoise along with the disruption of supply chains and storage facilities there.

Although the consequences of these actions are yet to be fully realized, chapter 1125 illustrated how the subsequent “food shortage”incited chaos amongst the Celestial Dragons, leading many to violence as they feared famine.

One possible aspect of Dragon’s plan could involve starving the Celestial Dragons, compelling them to eliminate and consume their own kin as a response to the food crisis.

The theme of cannibalism has been explored previously in the story, particularly with Big Mom’s origins. Dragon may be exploiting this to reduce the Celestial Dragons’ population while simultaneously diminishing their public image from that of superhuman beings to sub-human levels through acts of cannibalism.
