My Hero Academia chapter 429 spoilers: Uraraka reveals Toga’s fate as the mysterious character’s identity is shown

After his family discovered his mutation, they initially treated him kindly, but eventually imprisoned him in an underground room within their home.

After being locked up in a room with his mouth tied and crying nonstop, he was suddenly given some bread to eat by his family who were shouting “this country is doomed”. Years later, they seemingly left the house and it was met with an explosion that destroyed part of the underground. This allowed him to finally escape. Throughout all these years, the mysterious character had felt alone and scared, but upon seeing the people outside happy and working together, he felt a sense of hope.
