Chapter 204 of One Punch Man, titled ‘Tough Guy,’ opened with insights into Neo Leader Raiden. A former yokozuna of Super Sumo, Raiden competed in a sport reserved for rikishi exceeding three meters and 400kg. His powerful strikes were capable of crushing large monsters, contributing to his impressive undefeated record of 100 matches. In terms of combat prowess, Raiden outmatched even S-Class heroes.

Raiden showed respect for Superalloy Darkshine, recognized as the man with diamond-like muscles whose strength surpassed all living beings. However, he was not the only one acknowledged for his might, as many spoke of Raiden in similar tones. The former yokozuna proposed a strength test to Darkshine, but upon sensing that Darkshine might not be at his best, Raiden withdrew, assuming he had surpassed his prime.

In a surprising turn during One Punch Man chapter 204, two underground fighters interrupted the Neo Leaders’ introduction. According to McCoy, these fighters had been candidates for Neo Leader positions but fell short compared to the selected individuals. The duo included Mars Leo, the provisional champion of Death Boxing, and the cyborg fighter Kokou. Disappointed by their failure to become Neo Leaders, they questioned the rationale behind the selection of wealthy individuals, religious figures, and idols as leaders.

Kokou’s observations soon took a turn as he used his cybernetic eye to perceive something unusual about Webigaza. He discovered that her body modification ratio was over 71%, a stark contrast to the approximately 30% seen in cyborg participants of Cyborg Fight. Cyborgification exceeding 60% is generally deemed extremely hazardous, making this revelation about Webigaza quite alarming.

Kokou had heard of a few cyborgs with modifications beyond 60% within the Hero Association, but witnessing it in someone as young as Webigaza was astonishing. This indicated Webigaza’s strong determination to achieve her goals, justifying her decision to undergo such risky enhancements.

As the chapter progressed, Mars Leo initiated a challenge, engaging in shadowboxing against the Neo Leaders. In a chaotic moment, he feigned a slip, inadvertently striking Darkshine. Despite the seemingly powerful impact, Darkshine remained unscathed, but Mars Leo suffered a broken left arm. Seizing this opportunity, Suiryu intervened to quell the situation, yet the two underground fighters remained agitated and launched an attack on the new Neo Hero.
