One popular theory suggests that it may be a precursor to DynaMaxing, a feature from recent mainline Pokemon games like Sword and Shield, which has yet to be implemented in Pokemon Go.

Dynamaxing involves charging up a Pokemon, causing it to significantly increase in size and gain a major increase in power, defense, and other stats. However, this transformation only lasts for a limited number of turns, making it crucial to strike while the opportunity is available.
According to one Reddit user, Dynamax and Gigantamax have been officially announced for the game and it appears that we will soon learn more about them in the near future, hopefully.
Another popular theory among PoGo players is that it may just be a temporary placeholder for future Raids and events.
Some have even reported seeing the item appear before: “The last time it appeared, it unlocked a new special research quest. Although it may have been unintentional, it seems like another one is on the way.”
