The Arc of Menolias is found in the Hyrcanian Forest, after defeating Erlik, the giant boar. Enter the room on the right after defeating Erlik and a cutscene will play, after which you can pick up the Bow of Menolias.

When you collect it, the Bow of Menolias contains ten arrows that can be shot in any direction. You can replenish your arrows in any quiver found across the map. Later, you will also gain a secondary ability with the bow that allows you to unlock new routes across the map.
