According to a former developer at Rockstar Games, who was involved in a cancelled single-player DLC for GTA 5, the decision to focus on GTA Online, which was a major source of revenue, was the main factor behind the absence of any new content.

Despite Rockstar’s history of delivering excellent updates such as The Ballad of Gay Tony, The Lost and The Damned, and Red Dead Redemption’s Undead Nightmare expansion, the absence of a single-player DLC for GTA 5 has been viewed as a significant disappointment by many.
Recently, there has been a revelation of Rockstar’s original plans for a GTA 5 DLC, which has been attributed by former GTA developer Joe Rubino to the overwhelming success of GTA Online as a “cash cow”.
According to Rubino, during an interview with YouTube channel SanInPlay in early July, the release of GTA Online proved to be a major success and a tough competition for any standalone DLC.
The previous member of the Rockstar development team expressed disappointment when the DLC plan was scrapped, as he had hoped for the team to pursue both projects. However, it was ultimately a business decision that resulted in the end of the DLC plan.
“I was feeling quite upset about the situation, and it was a major factor in my sour mood at the time. I expressed my frustration, saying, “Come on guys, this is amazing, let’s keep pushing and finish this!”he exclaimed.
Ultimately, Rubino moved on to working on Red Dead Redemption 2, while the single-player DLC was incorporated into updates for GTA Online, such as The Doomsday Heist.
According to Steven Ogg, the actor who portrayed Trevor, he had participated in motion capture for the update. Other leaks have suggested that planned DLCs for single-player, featuring North Yankton and Liberty City themes, were also abandoned. However, it is unlikely that any of these plans will come to fruition.
