Hawks and the Transformation of the Hero Society in My Hero Academia

As the Hero Public Safety Commission President, Hawks had gained significant influence over the dynamic between heroes and the public.

Despite being tasked with managing the relationship between Heroes and society, the Hero Public Safety Commission also had a primary focus on investigating the most dangerous criminal cases. Surprisingly, the Commission was not entirely free of corruption, which was unexpected.

In the past, the commission used individuals from the lower ranks of society, viewing them as expendable resources. However, as the number of Pro Heroes committing crimes rose, the Commission was compelled to enlist and deploy Pro Heroes to counter their public actions. Lady Nagant and Hawks were two of the prominent figures affected by this recruitment.

Despite being groomed by the Hero Public Safety Commission to become an assassin tasked with taking down corrupt heroes and villains, Lady Nagant’s mental health began to deteriorate due to the nature of her missions. As a result, she began to question the Commission’s methods and requested more transparency in their operations. However, when the President refused to comply, Lady Nagant took matters into her own hands and ended up killing him. As a consequence, she was imprisoned in Tartarus, the hero turned villain.

The Commission had started training Hawks at a much younger age than Lady Nagant, ensuring he would not repeat her mistakes. This allowed them to mold Hawks into their ideal agent, willing to carry out any unethical task for the Commission’s benefit. This was evident when they tasked him with working as a Double Agent for the League of Villains.

Despite his past struggles, Hawks’ current position as President of the Hero Public Safety Commission offers hope that he will be able to break the cycle. By doing so, he can prevent future heroes from facing the same fate he and Lady Nagant endured. With his first-hand knowledge of the Commission’s corruption, Hawks has the potential to bring about transparency and transform the Hero society into a peaceful one.
