A new Costco development is currently underway in Los Angeles, distinguishing itself from typical retail locations due to its unique incorporation of residential housing. This innovative project will feature 800 apartments situated directly above the store, setting a new precedent for urban living.

The mixed-use development is taking shape in Baldwin Hills, where Costco will occupy the ground floor of a multi-story residential structure. Residents can anticipate the convenience of descending just one level to indulge in Costco’s renowned food court, famous for its delicious double chocolate chunk cookies.

Construction commenced in Fall 2025, with an anticipated completion timeframe of approximately two and a half years. By 2028, potential residents could find themselves enjoying Costco’s offerings just steps from their apartments.
Of the total 800 apartments planned, 184 units are designated for low-income housing, while the remaining apartments will be priced at various tiers: 30%, 50%, and 80% of the local median income, as reported by Housing Finance.

This development is projected to generate up to 400 new job opportunities, with many positions likely benefiting local residents, as Costco has a strong history of hiring from within the communities they inhabit.
Brenda Ashby, a committee member of the Crenshaw Manor Community Association, hailed the project as “a game changer and a huge investment in the community, ” expressing excitement over having convenient access to quality groceries within their vicinity. This statement echoed her enthusiasm back in 2024.
Ben Shaoul, the founder of Thrive Living, remarked in 2025 that this development stands as the “first mixed-use project in the nation to have Costco as an anchor tenant, ” highlighting its significance in retail and residential synergy.
Details regarding when interested individuals can apply for these residential properties remain under wraps. However, given the appeal of living above a Costco, competition among potential residents could be stiff, especially among the Costco family members looking to secure their spot.
