Initiating the Quest: A Deal with the Devil
The quest begins as you seek out the enigmatic NPC, Varan, situated in a facility within the Garbage area. If you’ve previously navigated this location, you can easily fast-travel to the vicinity.
Upon encountering Varan, he presents three distinct choices, each influenced by your willingness to part with those precious Coupons.
Your Crucial Decision: Kill Shah, Pay Varan, or Eliminate Varan?
After considering your options, the most expedient choice is to deal with Varan directly. Why spend a hefty 20k when you can quickly retrieve the key and PDA for yourself? This straightforward approach is not only faster and more budget-friendly, but it also aligns perfectly with the mission’s ominous title.
Once you loot the PDA and make a swift exit from the compound, you will have successfully completed the task with minimal complications.
Option 1: Fork Over 20,000 Coupons
Choosing to pay Varan will yield a metal key and send you down to an underground garage, where you are informed that one of your adversaries is supposedly confined. A quick spoiler: that adversary is already dead.
Upon unlocking the metal door and retrieving the PDA from the corpse, you’ll progress in the quest. However, don’t let down your guard—enemies will storm in as soon as you obtain the PDA. In hindsight, you might question your spending decision (and if you’ve found yourself in need of some cash post-mission, we have solutions for you).
Option 2: Strike a Deal with Shah
If you’re reluctant to part with your cash, consider accepting Varan’s proposal to eliminate Shah instead, who is located in the Roosevelt building.
