As a Fire-type Pal, Water Element-type Pals are preferred. An Azurobe is probably one of the best choices for a quick fight, but a capture should be achievable even with other Water Element-type Pals, as long as they are evolved enough.
Blazehowl tends to spawn at levels between 20 and 30, so bring plenty of spheres!
