To expand your city efficiently, it’s crucial to gather ample Influence for city growth. Focus on setting up multiple camps, which can later be transformed into additional cities.

In Endless Legends 2, creating a new city has been simplified considerably compared to the earlier game and other 4X titles. Begin by using any unit, even a scout like the Cavalier, to occupy a neutral territory tile. Look for the “Found Camp” command while selecting your unit.

Once you’ve established a camp in neutral territory, which requires spending some Influence, you effectively claim that area. Even if the location is distant from your own territories, setting up a camp remains an option. After your camp is operational, you can choose to either Attach it to an existing city or Evolve it into a new city.

Selecting the option to Evolve into a City incurs a significant Influence cost. Each faction in the game has a limit regarding the number of cities it can govern. You can check your City Cap by selecting the Empire Summary, which is located in the upper-left corner of the screen below the Empire Approval rating.

Expanding your territory involves various strategies. One effective method is to invest Influence points in your city to gradually claim adjacent neutral tiles.

A highly efficient strategy involves establishing camps in neutral areas and attaching them to your city, as this approach allows you to expand your territory at a fraction of the Influence cost. Rather than evolving a camp into a city, you can select the Attach option. Ensure that your camp is in close proximity to your city for this to work.

Keep in mind that each city has a limit on the number of camps it can attach, which is dictated by the current level of its city hall.

Additionally, attaching a camp to a city transforms it into a Ministry. This new status enables the development of Foundations and Districts on the attached tiles, resulting in increased resource yield for your city compared to a regular camp.

An effective expansion strategy involves diversifying your territories and aiming for strategic resources scattered across the map, which require additional camps for claiming. Ensure your armies are mobile enough to swiftly traverse these different territories.
