Steam Implements Significant AI Policy Update for Video Games

Valve has introduced a pivotal update regarding the disclosure requirements for developers utilizing artificial intelligence (AI) in games distributed via Steam. This adjustment to the platform’s guidelines signifies a shift in how AI usage is communicated without abolishing the existing disclosure mandates entirely.

This recent modification was brought to light by Simon Carless, founder of GameDiscoverCo, in a LinkedIn post. He noted that Valve has revised the wording in Steam’s developer disclosure form, specifically concerning the classification of AI usage in games.

Understanding the Updated AI Disclosure Guidelines

As per Carless’s analysis, Valve has established clarity regarding the use of “AI-powered tools” in the game development process. Tools intended to enhance productivity, like coding aids or efficiency software, are now exempt from mandatory disclosure.

The newly revised text emphasizes that enhancements derived from such tools do not fall under the purview of the AI disclosure requirements, thereby relieving developers from the obligation to announce typical backend AI applications.

Nonetheless, developers must continue to disclose AI usage in two distinct scenarios. The first involves AI’s role in generating game content, including material for the game’s store page or promotional assets. In these cases, developers are mandated to submit a detailed written account explaining the AI’s implementation.

The second circumstance requires disclosure when a game produces AI-generated content during actual gameplay. Should a game create images, audio, text, or other media dynamically while users engage with it, developers are obliged to identify this through a specific disclosure mechanism.

In a separate development, earlier this month, Valve announced the winners of the 2025 Steam Awards, with “Hollow Knight: Silksong”achieving the prestigious title of Game of the Year.
